1st State is a privately held firm situated in New Castle Delaware. Our firm was originally began as P.J.s Lawn Service in 1978 and changed names to First State Landscaping in 1984. In 1987 the name First State. was adopted. Currently we currently have a Construction/Development division as well as a Horticultural Division. We have built over 75 homes as of the close of 2007.

Here's our long review to help anybody considering building a home with First State Inc (aka Homes by PJ Bale): - PJ is a quality home builder and builds better quality homes than the big builders in the area, his prices are reasonable and he's a good person to work with. Maryann, our design consultant, was helpful and kind. - He has systems in place (like getting preapproved by their preferred mortgage company) before talking about a lot, customizations, making an offer, etc.
In the end, it's in everybody's best interest. - He is well respected and anybody who we knew in common spoke highly of him. That means a lot in this line of work. - The Bayard Model, one of the most popular models, is spacious, has a huge master, open floor concept, well worth the price. - In this current market, building with PJ gets you a brand new house for a similar price as a lot of older houses that need a lot of work. - The customizations they offer are reasonable, but like anything, they can add up. However, if you have a lower budget, it allows you to have a very affordable house without any frills, or spend a little to make the house your own. - PJ is sincere and tries his best to keep his clients happy.
Our home is in a mini development and the driveway couldn't be finished until the last house was finished, by that time came it was winter and the asphalt couldn't be laid until spring. That's not his fault, but he was repeatedly and sincerely saying he didn't want our asphalt to crack and have issues in the future, and waited until the last house was done to put it in. - When we settled and moved into our house, PJ was very quick to answer questions and fix things that weren't caught or weren't fixed from our final walkthrough. Overall, we've had a good experience with First State Inc. and would suggest PJ and his team to anybody wanting to build a house. We've heard too many horror stories about other builders, and we had a good enough experience that somehow we felt the need to write this way too long of a review.

I cannot say enough good things about First State, PJ Bale and his whole crew. My husband and I had given up on finding a contractor who we believed was knowledgeable, professional, capable, trustworthy and caring until we met PJ! We were 100% satisfied with the work and process. Thank You First State for helping make our house a home!

Right now I'm in the process of buying a home that they are renovating and selling. When I walked threw the house everything looked great then once I got the home inspection tons of problems with the house everything that has said to have been updated is not very good the hardwood floor has missed spots and feet marks in the clear coat with bubbles and rough spots, the roof was new with no ridge vent cut in and on top of the car port nothing, they said they updated the electric only to find out it's half aluminum and copper, the A/C is 25 years old the heater is 26 years old, the master bedroom and master bathroom have no A/C and electric heat but there telling me it does so then why have electric heat if duct work is ran that heat would come out of, the kitchen faucet is installed backwards.
I understand that every house that is bought as a flip your trying to make money on but please don't try to sell the house as remodeled and at the top of the market if your not gonna at least update the aluminum wiring from 1970 and the HVAC from being over 25 years old that's not right. Now knowing these things won't be replaced I don't want the house

Can't say enough about PJ and the incredible experience we had doing business with him. He is with you through the entire process and works find the best solutions to any issues as they arise. The most impressive aspect for me, however, is simply in the quality of his workmanship. Has to be among the best in DE.

I called because I was interested in building a property on South Old Baltimore Pike. I had a few additional questions so I reached out via telephone. The man on the phone cut our conversation short because I did not want to deal with Pike Creek Mortage. My spouse and I had a bad experience with them years ago. The man hung up on me when I was in the middle of explaining what happen with Pike Creek. Rude.

This is a very bad company. I tried to call, them to complain about a construction site that was blocking traffic into a lower school and the person on the other end of the phone was very rude. They insisted on me giving my name and when I said I did not want to they threatened to google my number that was in caller ID. They then hung up on me and would no longer answer the phone. Very classy company.
